The Arkansas Renewable Energy Development Act introduced net metering to Arkansas in 2001. With later updates, Arkansas created a strong net metering program that provided a 1:1 pay rate for credited energy. However, a recently passed bill mandates compensation for energy credits at an avoided cost rate, which is notably lower than the retail rate of electricity.
